About Legislative Assembly
The Legislative Assembly, or Vidhan Sabha, is the lower house of each constituent state legislature. The name is also used for the only house of the legislatures for three of the Union territories, Delhi, Jammu, Kashmir and Puducherry.
The Legislative Assembly is the house where the government is organized. The party with the (or coalition of parties) majority of members forms government. The majority, known as the Premier, appoints ministers from the governing party’s membership.

The Legislative Council is the legislative house, territory, democracy, or subnational division such a province or a state. It was commonly used to define the upper house Legislative bodies in the British colonies.
The functions of the states’ Legislative Council are only recommending in nature. If any Bill is passed by the Legislative Assembly and sent to the Council, and the Council refuses to approve of it, the Assembly has the right to reconsider it.
